Abstract: 

In a flurry of executive orders signed on January 20th, President Biden signed EO No. 14005, “Ensuring the Future is Made is All of America by All of America’s Workers.” While it’s clear that the administration seeks to bolster preference for American-made goods and services, first set through the Buy American Act, signed in 1933, the path forward for the acquisition community is nebulous. How can a supply chain that has long relied on global economies be adjusted to actually “buy American?” In this discussion, Dan Finkenstadt and Rob Handfield will frame the current state of our supply chain, outline the main points of the executive order, and make key recommendations as to how the contracting community can use market intelligence, category strategy and solutions management in private markets to begin to respond to this imperative.
