Professional Philosophy: “From Knowledge and Civicism, Public Spending for the Public Good”
With more than a decade of experience in United States (U.S.) federal and defense procurement, I have managed a diverse portfolio of public sector business requirements worth approximately $5.53 billion (USD) – to include: $2.8M in architecture and engineering (A&E) services; $11.2M in commercially-available commodities and services; $19M in construction and renovation projects; $104M in contingency installation support and private security contracts; and, $5.4B in information technology (IT) products, services, and solutions.
As a subject matter expert, I have developed, managed, and/or delivered on 70+ U.S. federal and defense procurement certification (i.e. FAC-C, DAWIA, etc.) and continuing education courses with custom tailoring for a dozen-plus executive branch agencies located around the world; and, as adjunct faculty in higher education, I’ve provided instruction on government and commercial contract performance law (i.e. Federal Acquisition Regulation, Uniform Contract Code, etc.) consistent with the National Contract Management Association’s (NCMA) Contract Management Body of Knowledge (CMBOK).
Additionally, I have served and represented the government procurement profession at large in various capacities, such as:

☞ United States Contributor to the World Bank’s Benchmarking Public Procurement study;
☞ Government and Public Sector Representative on the IACCM Global Advisory Council; and
☞ Mentor to the University of Dayton's M.S.L. in Government Procurement and Contracting Program.
I hold various contracting degrees and certifications, including the joint M.S. in Government Contracts degree from The George Washington University School of Business and Law School.
And – in addition to being the Founder and President of CitizenSteward International LLC, I am an instructor in the University of California, Irvine – Division of Continuing Education "Contract Management Certificate Program" and a Principal at E3 | Sentinel.
I am also currently a Doctor of Education (Ed.D.) student in the Penn Chief Learning Officer (PennCLO) Program where my focus is on researching and advancing comprehensive workforce development initiatives to improve the recruiting, hiring, training, and retaining of the next generation of global positive public procurement leaders.
