 2005 – 2008:  Program Manager & Vice President, American Operations Corporation, Chantilly, VA 
Managed 18 task orders on $89 million IDIQ Government contract with 125 employee workforce supporting U.S. Transportation Security Administration:  Total Life Cycle systems acquisitions project management for transportation security systems; strategic planning and business services; business process re-engineering; budget/financial management; logistics and property management; equipment configuration management; quality assurance/ISO 9000; Government contracts administration; safety programs; and IT systems development and management.

1987 – 2005:  Logistics and Administrative Services Director, NASA - Goddard Space Flight Center, Greenbelt, MD  (Retired)                      Managed logistics operations and administrative services supporting customers at Goddard, NASA HQ and Wallops Island Flight Facility, VA, and agency-wide Travel Services Contract operations. Developed and managed 200 Work Year PBC services contract. Provided ISO 9000 Quality-certified ILS, logistics and purchasing support for spacecraft and ground systems development and support. Initiated “hub logistics” program saving over $15 million for the NASA flight projects and engineering community. Implemented NASA’s first COTS Oracle-based logistics – purchasing system.  Served on Goddard’s Quality Management Team that implemented ISO 9000 Quality System to streamline and improve effectiveness and efficiency of Center-wide processes and operations, and reduce costs.

 1976 – 1986:  Department of the Navy, Strategic Systems Program Office, Washington, D.C.
Branch Logistics Manager responsible for acquisition logistics, ILS and operational logistics requirements for the TRIDENT submarine Ballistic Missile Nuclear Weapons Systems and oversight of logistics and contracting field commands supporting the submarine operating forces. BOSS Program Manager: Initiated spares and repair parts improvement programs, including technical, engineering and purchasing approaches to reduce Navy logistics infrastructure and fleet operating costs.  Managed multi-million dollar budget for logistics and acquisition operations.  During 1976 to 1983: Branch Manager, Repairables Management, Naval Supply Systems Command and Program Manager, Joint Inter-Service Reparables Program sponsored by the Joint Logistics Commanders.

 1969 – 1996:  Captain, Supply Corps, U. S. Naval Reserve (Retired)
Completed six years active duty followed by 20 years part-time reserve duty in progressively responsible leadership assignments, including as Vietnam combat ship supply officer and commanding officer of four logistics and contracting reserve commands.  Developed and implemented DOD, Joint, and Navy acquisition logistics, supply, maintenance, ILS and procurement policies and programs and related IT systems.  Managed logistics field command operations at DLA and Navy supply depots, inventory control centers, shipboard supply, etc.  Recognized as innovative leader in joint military service reserves restructuring, logistics programs design, implementation and operations and integration of commercial and government "best practices".
