Abstract:
Successful procurements are heavily reliant upon logical, complete solicitation documents. Too often, the writers of procurement documents know what they want but are unable to convey needs and goals clearly. The result is that responses are not acceptable or fully compliant, and an endless cycle of questions, answers and requests for clarification ensues. By ensuring what you write is audience- (bidder) focused, implements the principles of plain language, and uses a structured approach that avoids repetition and redundancy, the entire procurement or solicitation process can be simpler and more productive.

• Identify and mitigate areas of bidder uncertainty and minimize the Q&A cycle.
